商业性个人住房贷款转住房公积金个人住房贷款须知
 
按时、足额、连续缴存住房公积金6个月以上,具有完全民事行为能力的职工,在购买具有自有产权的自住住房时已办理了商业性个人住房贷款的,在同时具备下列条件时,在甘肃省住房资金管理中心(以下简称省中心)可申请“商转公贷款”。
◆申请条件
1.(1)住房公积金缴存职工,住房公积金应缴存至申请贷款前1个月;
 (2)从金额上界定,期间的缴存额必须足额;从缴存时间上界定,自首次汇缴日至申请贷款日的正常汇缴自然月份数已达到6个月及以上;从缴存次数上界定,自首次汇缴日至申请贷款日的正常汇缴次数已达到3次及以上;
 (3)申请人申请个人住房公积金贷款时住房公积金账户须为正常状态且未贷款的职工可以申请住房公积金贷款。
 (4)省中心《关于申请住房公积金贷款时对于缴存情况判定要点》中的其他规定。
    2.申请人具有合法有效的身份证明,未超过国家规定的法定退休年龄;
    3.具有稳定的职业和收入,有偿还贷款本息的能力;
4.申请人及共同申请人信用良好,其近60个月征信记录符合《甘肃省住房资金管理中心住房公积金个人贷款适用个人征信信息暂行规定》,没有尚未结清的住房贷款及其他影响贷款偿还能力的债务;   
5.贷款申请人在省中心各业务受理大厅提出预申请,经各业务受理大厅同意后,自筹资金结清商业性个人住房贷款;或拟办理“商转公”业务,且已结清商业性个人住房贷款,未超过三个月的;
6.有真实的购房行为,具有合法有效的购房合同或协议;
7.申请人是已婚的,配偶必须作为共同申请人办理贷款手续;申请人未婚、离异或丧偶单身的,其有稳定经济收入的父、母、子或女任意一人可作为共同申请人办理贷款手续; 
8.办理“商转公”业务的住房须已取得《房屋所有权证》或《不动产权证》(权证必须在贷款申请人或其配偶名下);
9.申请“商转公贷款”的申请人需为原商业性贷款的借款人或其配偶。
10.省中心规定的其他条件。
◆申请材料
◇基本材料
1.《职工个人住房公积金贷款申请表》一式2份;
2.身份证明:申请人、共同申请人及抵押房屋共有产权人及其配偶身份证原件,户口簿(含集体户口;如为现役军人的提供军官证、士官证)原件,各收取复印件1份;
3.收入证明:申请人及共同申请人单位盖章确认的工资收入证明原件1份,申请日前12个月的工资存折(银行卡)明细打印单(收入3000元及以上者提供);
4.婚姻状况证明:申请人、共同申请人及抵押房屋共有产权人结婚证或单身承诺书原件(省中心提供,与申请人当面签订),收取复印件1份;
5.申请人是未婚、离异或丧偶单身的,如增加共同申请人,需提供公证机构出具的能证明与申请人关系的公证书原件(如户口簿能够显示共同申请人与申请人关系的,可不再提供);
6.申请贷款近3年的住房公积金缴存明细及《职工住房公积金缴存及贷款情况证明》(因需根据申请人住房公积金缴存时间计算可贷额度,需提供近3年的缴存明细;缴存不足3年的,缴存明细需提供至首次开户汇缴日);
   7.银行出具的申请人及共同申请人《个人信用报告》原件1份;
8.省中心出具的申请人及共同申请人《住房公积金贷款情况证明》;
9.《面谈记录》、《法律责任告知书》、《承诺书》、《住房公积金贷款放款期限告知书》(省中心提供,与申请人当面签订);
10.以共有房产申请贷款的,还需提供《个人房产或共同房产担保承诺书》;
11.查看《房屋所有权证》或《不动产权证》原件,收取复印件2份;
12.查看增值税普通发票、税收完税发票原件,收取复印件1份;
13.提供《测绘报告》,收取复印件1份;(交易中心全部要测绘、高新(有房屋编码的不需要做测绘)、九州(2011年3月之前需要测绘)、经济(2012年之前需要测绘);
14.申请人本人住房公积金贷款收款及还款银行卡复印件;
“商转公”材料
1.查看商业银行住房按揭借款合同原件,收取复印件1份;或商业贷款银行提供的客户贷款信息表(需加盖商业贷款银行印章);
2.贷款银行出具的还款明细单;
3.商业贷款结清后,申请人需向省中心提供商贷结清凭证复印件;

◆适用范围及条件
所购房屋办妥《房屋所有权证》或《不动产权证》,且未涉及房屋抵押登记,省中心作抵押权人,直接办理房屋抵押登记。
◆贷款额度
贷款最高额度分别为单身职工50万元,已婚职工60万元。具体金额按照申请人申请金额和下列限额标准计算:一、贷款额度不得超出拟转贷余额的100%;二、贷款的月还款本息不得超过申请人(含共同申请人)收入的50%;三、商业住房贷款转公积金贷款,贷款额度除按上条标准计算外,在原商业贷款所剩本金余额基础上,预留申请之日起1个月还款本息,取整到千元。
◆贷款期限
贷款期限为1-30年,最长期限不超过30年,且不长于申请人自申请贷款之日起至国家法定离、退休年龄后4年。职工离退休后不得申请贷款。如申请人所提供的房产为砖混结构且房龄未超过20年,则贷款期限加房龄不得超过30年。
◆办理流程
转贷申请人在省中心业务受理大厅咨询并查询住房公积金缴存及贷款情况→申请人在省中心业务受理大厅提出贷款申请,并提供相关申请材料→贷款受理、初审、预签《住房公积金(担保)借款合同》(商转公专用版)→贷款复审→贷款审批→初审经系统查询审批通过的,通知申请人结清商业贷款的余额并办理撤押手续,初审核对结清证明原件,收取复印件交给受理大厅分件人员,由分件人员放到纸质档案内→申请人配合省中心办理公积金贷款抵押登记手续→核实申请人是否将商贷结清凭证复印件补回,发放住房公积金贷款
◆贷款资金划转
商转公贷款资金需划转至《住房公积金(担保)借款合同》(商转公专用版)约定的收款账户内。
◆注意事项
◇申请人及共同申请人不能同时贷款且任何一方有未结清住房贷款(拟办理商转公的本笔贷款除外),贷款申请人夫妻二人累计第三次及以上申请贷款的,不予受理贷款申请。
◇如申请人或共同申请人不能现场办理住房公积金贷款面签手续,则应提供公证机构出具的授权委托办理贷款手续的公证书原件。
◇同城不同缴存中心的职工,应向缴存中心申请贷款。
